I’m sorry but reseating a chip is a perfectly valid troubleshooting step. And the likelihood of breaking something by reseating a chip is minimal, with the correct tool. I’m not in the habit of routinely reseating chips unless I have reason to think there’s a problem, but if the chip is giving you trouble, that’s the first thing you’re supposed to do. I’ve been doing it that way since the late 80s.

I’m not sure what a RIFA cap has to do with reseating chips, but I would caution you against using a salvaged RIFA cap long term, especially one that came off a mystery power supply board. It’s likely to develop the same problem. Better to replace it with a modern X2 cap that won’t fail and smoke on you.

Fixing something which isn’t broken is against my religion and likely to break something else which would of lasted for years.
A capacitor in an Apple ][ power supply I use to power a Blaupunk car stereo indoors smoked and released goo. A RIFA paper 40/085/56 250V~ failed which seems not unusual for one of those to fail. I replaced it with a similar RIFA off a mystery junk maybe power supply board and everything is good again.
