Your suggestions led me to do a little searching, which turned up a useful page, http://www.bobgroves.pwp.blueyonder.co.uk/freebies.htm, containing some Windows 3.x enhancements.

My impression of the Win3.x scene versus every other scene is about the same as yours.

Windows 3.x there is Calmira at http://www.calmira.org which gives Win3.x the Win9x GUI. It is free software covered by the GPL and I would think a must download for any Win 3.x user.

There is also Mask98 at http://members.aol.com/maskinfo/
a shareware app which gives Win3.x apps the look and feel of Win9x apps.

I could go on (only a few more links are mentioned at the TTCS website at http://www.ttcsweb.org/sl_win3x.htm)
but there seems to be few (any?) actively developed
Win3.x apps. Even the DOS scene seems to be
more active. See FreeDOS (http://www.freedos.org) and
my site Interesting DOS programs at http://www.opus.co.tt/dave for examples of this
