My guess is that this actually came from Apple, as John Sculley might have been looking for an exit strategy as the Mac continued to struggle in the business market. By this point, DEC had abandoned the Rainbow and entered into a marketing alliance with Apple. It never progressed that far, but there was an idea that the Mac could be sold to businesses as basically fancy terminals for the VAX.
